Noe Torres' brother arrested on multiple charges

Curry County and Roosevelt County Sheriff’s deputies teamed up to arrest three people in the last four days, including the brother of accused killer Noe Torres.

Deputies and investigators from the Ninth Judicial District Attorney’s Office arrested Lucio “Chano” Torres, 34, Monday after the vehicle he was driving had a blowout.

“Torres was encountered by a deputy after he had a flat tire,” said Chief Deputy Malin Parker.

Torres is being held at Curry County Adult Detention Center, charged with two counts possession of a controlled substance, embezzlement, two counts of possession of drug paraphernalia, four counts of aggravated assault against a household member and negligent use of a deadly weapon. He is being held without bond.

Torres is the older brother of Noe Torres, a fugitive accused of the 2005 killing of 9 year-old Carlos Perez.

Thursday, deputies arrested Roy Montano, 44, of Portales for armed robbery with a deadly weapon, possession of a controlled substance, possession of drug paraphernalia and driving on a revoked license.

Parker said while attempting to flee from a residence in the 400 block of North Main, Montano nearly jumped into the arms of a deputy waiting for him near a bathroom window.

Montano is currently being held at Roosevelt County Detention Center without bond.

Deputies also arrested Robert Encinias, 23, of POrtales Wednesday on drug possession charges.

Parker said Encinias was found hiding in a house in the 700 block of North Avenue in bed with the sheets and a comforter pulled over him.

Encinias is jailed a $8,200 bond.
