The following serves as the written notification of a fuel release near Cannon AFB that was verbally reported to you on 27 Jan 08. New Mexico Water Quality regulation 20 NMAC 6.2.1203 states that this notification should be made to the Chief of the Ground Water (GW) Quality Bureau within one week of the discharge; per your guidance, we are sending it to you to be forwarded to the GW Quality Bureau.

PERSON IN CHARGE and OWNER OF THE FACILITY:
Colonel Timothy J. Leahy, commander of the 27th Special Operations Wing at Cannon Air Force Base (CAFB) owned by the United States Air Force.

FACILITY NAME or LOCATION (note: there is no address):
Cannon AFB, Eight Miles West of Clovis NM on Highway 60-84

DATE, TIME, LOCATION, and DURATION of DISCHARGE:
26 Jan 08 at approximately 1035. Location is 1.5 miles West of CAFB in Section 23 of Township 2N, Range 35E. Duration of discharge was less than one minute. GPS coordinates are N 34 O, 23′, 0.78″ and W 103 O, 21′, 16.32″.

SOURCE and CAUSE of DISCHARGE:
A military aircraft, F-16, assigned to CAFB encountered an in-flight emergency and jettisoned both external fuel tanks as standard operating procedure.

DESCRIPTION of DISCHARGE:
JP-8 jet fuel consisting of greater than 90 % kerosene and a maximum of 3 % Naphthalene.

ESTIMATED VOLUME of DISCHARGE:
590 gallons of JP-8. Maximum capacity of the two external tanks is 740 gallons. Approximately 150 gallons of fuel was consumed on take-off.

ACTIONS TAKEN TO MITIGATE DAMAGE FROM DISCHARGE:

The fuel tank debris has been recovered and the release of fuel is localized. A contractor has been obtained to remediate the site. The contractor will excavate and ultimately dispose of the contaminated soil to Hobbs’ Land Farm (Dig Permit #619) 8 mi. south of Hobbs on Hwy 18.

They will take samples of the remaining soil at the site to confirm that the TPH levels are lower than 940ppm, resulting in the site being returned to acceptable condition IAW WIED’s guidance.
